OPTIMALISASI PEMANFAATAN SIREKAP OLEH KPU PADA PEMILU TAHUN 2024 DI KABUPATEN CIAMIS
This study investigates the optimization of the utilization of the Digital Recapitulation System (SIREKAP) by the General Elections Commission (KPU) in Kabupaten Ciamis during the 2024 General Election. The primary research question examines whether SIREKAP has been effectively implemented to enhance transparency, accuracy, and efficiency in vote recapitulation. The theoretical framework is anchored on performance optimization theory, which encompasses eight key indicators including work quantity, work quality, knowledge, creativity, collaboration, independence, initiative, and reliability. A qualitative research design was employed, involving in-depth interviews, direct observations, and document reviews with key informants from various electoral units. The analysis reveals that while SIREKAP holds considerable potential to transform traditional voting recapitulation processes, significant challenges persist in its operational implementation. Notably, technical constraints such as system errors, inadequate network infrastructure, and limited technical training for election officers have adversely affected both the quantity and quality of data input. Moreover, the findings indicate a variable level of user initiative and independence, which further limits the system’s overall reliability and efficiency. The study concludes that although the introduction of SIREKAP constitutes a progressive step toward digitalizing electoral processes, targeted improvements in technical support, comprehensive user training, and infrastructure development are imperative to fully realize its benefits in ensuring a transparent and effective election process.
