ANALISIS KEBIJAKAN SMART CITY DI KOTA DEPOK

This study aims to analyze the role of bureaucratic structure in supporting the implementation of smart city policies in Depok City. The research is motivated by the growing importance of smart city development in addressing urban challenges, where the effectiveness of bureaucratic structures determines the success of policy execution. A strong, adaptive, and coordinated bureaucracy is needed to ensure smooth collaboration among agencies, appropriate decision-making, and efficient service delivery to the community. The research employs a qualitative approach using literature review, document analysis, and descriptive analysis to examine the interconnection between bureaucratic capacity and smart city policy outcomes. The findings highlight that weak coordination and fragmented institutional arrangements pose challenges to policy implementation. However, the study also identifies strategies to strengthen bureaucratic effectiveness, including capacity development of human resources, optimization of information technology, and establishment of integrative coordination mechanisms. The implications of this research emphasize that without an adaptive bureaucratic structure, smart city policies risk being ineffective and unsustainable. The originality of this study lies in its focus on Depok City as a developing urban area that is often overlooked in smart city discourse, providing fresh insights into how local bureaucratic structures shape policy outcomes. This contribution enriches the academic debate on public administration and offers practical recommendations for policymakers seeking to strengthen bureaucratic performance in the context of smart city governance.
