Exploring the impact of financial autonomy on educational quality in higher education institutions

The growing need to enhance the efficiency of higher education amidst limited public resources makes financial autonomy a crucial factor in improving educational quality and fostering innovation, infrastructure modernization, and resource management. This study aims to analyse the relationship between the financial autonomy of higher education institutions and their ability to provide high-quality educational services. A comparative analysis methodology is applied, which examines the financial management models of higher education institutions in Central Asia, including Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, and Turkmenistan. The study focuses on key aspects of financial autonomy, such as resource management, the search for alternative sources of income, and the impact on motivation to innovate. The results of the study show that financial autonomy contributes to the modernization of infrastructure, attracts qualified teaching staff, and increases the competitiveness of graduates in the labour market. It is also found that autonomy encourages universities to seek grants and develop research activities and partnerships with the private sector, which reduces dependence on public funding. However, along with the advantages, risks are also highlighted: the threat of commercialization of education, reduced accessibility for socially vulnerable groups, and problems with financial resources’ management. The model of increasing financial autonomy is proposed, including diversification of income sources, creation of endowment funds, strengthening ties with business, and international cooperation. The implementation of the proposed model will improve the sustainability of funding, the quality of education, and the volume of research, which will strengthen the position of HEIs in international rankings. The conclusions emphasize that successful implementation of financial autonomy requires support from the state, transparency in management, and strategic planning, especially in the context of developing countries in Central Asia.
