An Assessment of Digital Terrain Model Provision for The Requirements of Flight Procedure Design

The provision of Digital Terrain Model (DTM) data plays a critical role in the safe and efficient design of flight procedures within AirNav Indonesia. This study aims to analyze the current process of DTM data provision in the Aeronautical Information Cartography Unit, identify key challenges, and develop a standardized technical guideline to improve operational performance. A qualitative research method was adopted, involving interviews, direct observation, and document analysis. Findings reveal that the existing DTM data provision relies heavily on a single key individual, with no formal or documented standard operating procedures. This absence of technical guidelines leads to inconsistent outputs and process delays. The proposed technical guideline is expected to enhance workflow efficiency, ensure data consistency, and facilitate effective knowledge transfer among personnel, ultimately supporting safer and more reliable flight procedure design in Indonesia.
