Navigating CO2 Pipeline Codes and Standards to Accelerate Global CCS Deployment
A highly industrialized country is seeking to implement Carbon Capture and Storage (CCS) projects to decarbonize its economy. The country needed advice on developing its legislative framework and codes and standards for the transportation of carbon dioxide (CO2) via pipelines to onshore and offshore storage locations. Wood’s technical experts compared codes and standards for the design, construction, operation, and maintenance of CO2 pipelines from around the world. The codes and standards were compared based on the adequacy of the application for CO2 pipeline projects. Additionally, these codes and standards were evaluated based on key technical and non-technical criteria that reflect the distinct requirements and guidelines specific to CO2 pipelines and CCS value chains, which differ significantly from those for natural gas pipelines. Two codes, namely ISO 13623/27913 and DNV-ST-F101/DNV-RP-F104 provide specific information for CO2 operations and are recommended for use for onshore and offshore operations respectively. Nevertheless, key gaps were identified in all current codes and standards, including in ISO 13623/27913 and DNV-ST-F101/DNV-RP-F104, for example in leak detection.
