Construction and application of evaluation indicators for virtual reality simulation training in anti-terrorism and emergency response operations

The simulation training for Anti-terrorism and Emergency Response (ATER) operations based on Virtual Reality (VR), as a novel, efficient and low-cost training method, has been highly valued by the People's Armed Police (PAP) and the Police in our country. Evaluating its training effectiveness is a complex system engineering that requires consideration of multiple factors such as tactical actions, command decisions, teamwork, psychological resilience, political literacy and organizational discipline. To solve the current issues of incomplete evaluation elements, unscientific evaluation methods, inaccurate evaluation results, and cumbersome calculations, the article constructs a multi-level qualitative and quantitative evaluation index system based on the above factors, uses the Method of Structural Entropy Weight (MSEW) to calculate the weight, and improves the Method of Cloud Gravity Center (MCGC) to calculate the indexes’ values, which converts the weighted deviation degree into a percentile score. Based on this, a set of evaluation software that can quickly and efficiently calculate has been developed. The example verification shows the operability and rationality of the evaluation indicators, the scientificity of the improved evaluation methods, and the convenience and efficiency of the evaluation software.
