LEVANTAMENTO DO CONTEXTO DE BARRAGENS EM ZONA RURAL DE POUSO ALEGRE COMO ESCOPO DE INFORMAÇÕES DE AGENDA PARA FUTURAS POLÍTICAS PÚBLICAS
The instability of dams is a global issue with severe impacts on nearby communities, especially in regions with deficient oversight. In Brazil, emblematic cases highlight the need for stringent monitoring and risk management measures, including for small dams. In Pouso Alegre, the mountainous topography and the drainage density of the Sapucaí River Basin favor the construction of such structures, often used for irrigation and water supply. However, the expansion of agricultural activities has increased the demand for damming, heightening risks for downstream populations, particularly given weak regulatory enforcement. The city's history of flooding underscores local vulnerabilities, which are further exacerbated by extreme weather events. The recent revision of safety regulations, driven by past disasters, imposes stricter criteria for new projects, but the lack of a precise diagnosis of existing dams undermines the effectiveness of risk mitigation strategies. Therefore, this study emphasizes the importance of implementing rigorous monitoring and maintenance practices to ensure the safety of these infrastructures.
