PLANO DE CONTINGÊNCIA PARA DESASTRES AMBIENTAIS: UMA ANÁLISE DA PUBLICIDADE E ACESSO À POPULAÇÃO DOS MUNICÍPIOS DA REGIÃO METROPOLITANA DO VALE DO AÇO (RMVA) E DO SEU COLAR METROPOLITANO
This article analyzes the publicity and accessibility of contingency plans for environmental disasters in the cities of the Metropolitan Region of Steel Valley (RMVA) and its Metropolitan Collar. The research, exploratory in nature and with a qualitative approach, identified that despite the legal requirements of the National Civil Protection and Defense Policy (PNPDEC), only a minority of the cities make these plans publicly accessible. There is a clear asymmetry between larger municipalities, which demonstrate greater transparency, and smaller ones, which face structural and operational challenges in publicizing their plans. The study highlights the importance of community-centered risk communication and the need to integrate contingency plans with strategies for education, social mobilization, and territorial governance.
