Speculative risks of effectively combating misinformation: echo chambers and self-censorship

This paper makes the following argument: (1) If there is political bias in implementing misinformation-countering measures, then the measures will asymmetrically target the cluster of misinformation associated with the disfavored side. (2) Given such asymmetric targeting, it is likely that the measures will induce significant trust disparity between the sides, and cause self-censorship and withdrawal by people supporting the disfavored side. (3) If there is trust disparity in an epistemic environment, then it is likely that the environment will degenerate into an echo chamber. (4) If there is self-censorship and withdrawal, then there will be a reduction in political expression. (5) It is likely that there will be bias in implementing misinformation-countering measures. (6) Therefore, it is likely that anti-misinformation interventions will introduce an echo-chamber-like epistemic dynamics in environments where the interventions are implemented, and that they will cause a reduction in political expression. The conclusion stands even if the interventions successfully achieve their goals, and should foster a much more serious reflection on the all-things-considered desirability of anti-misinformation measures.
