Exploring the Relationships between Digital Government and Trends

This foresight paper addresses two research questions: what are the trends, and to what extant do key trends influence digital government? Here, trends can be described as the discernible and pervasive forces, factors and patterns, that gradually cause change in society (Miles et al., 2017). We use 'digital government' as an umbrella term. This defines digital government as the collective efforts to improve public management and to provide better public services through digital technology in various networks among actors from public and private sectors. Janssen & van Der Voort (2016) aruge that chagne in uncertain and complex environmnets requries being an adaptive digital government, while organizations, particularly governments, react slower than what citizens, businesses and stakeholders expect. Therefore, the proactive understanding of changes and their impact on society can be essential to bing an adaptive digital government. This foresight project is organized. Some foresight studies have attempted to anticipate the landscape of digital government (Abuljadail, et al., 2023; Cairns, et al., 2004; Grinin et al., 2022; Jun & Chung, 2016; Li & Shang, 2023; Malodia et al., 2021; Pérez-Morote, et al, 2020; Sánchez-Torres & Miles, 2017; Zou et al., 2023). Although existing studies examined what factors and how they influence digital government, they did not frame the external changing factors of digital government. Therefore, our attention turns to STEEPV framework (Society, Technology, Economy, Environment, Politics and Value compose the acronym STEEPV). Hence, we adopted the STEEPV framwork for our work to explore the relationships between digital government and trends. Abstract
