Economic Impacts of Price-Sensitive Loads in Electric Reliability Council of Texas: Quantifying Effects of Large Flexible Loads
With the addition of significant quantities of price-sensitive load in Texas, the focus of grid analysis has shifted. It is no longer a question of whether these loads will affect power system economics, but how dramatic these effects will be and which stakeholders will feel the greatest impact. Price-sensitive loads, such as Large Flexible Loads (LFLs), have the potential to substantially alter grid dynamics, congestion patterns, and market outcomes. Their integration into the system introduces new variables that will influence energy prices, generator revenues, customer payments, and the overall operational efficiency of the grid. By comparing future grid operations under various load penetration scenarios, we can quantify the benefits and costs that these price-sensitive loads bring to the power system. This includes assessing how they influence production costs, congestion rents, renewable energy curtailment, energy prices, and scarcity pricing. This analysis is critical for ensuring that the future grid remains both economically viable and operationally stable and will help stakeholders make informed decisions on grid investment and policy adjustments needed to maintain a balance between reliability, affordability, and sustainability.
