This article examines Ho Chi Minh’s ideology on revolutionary morality as both a theoretical and practical foundation for developing a contingent of legal science researchers who are “both red and expert” in the new era. By clarifying the content and value of revolutionary moral standards, the paper evaluates how this ideology has been applied in building the research team at the Institute of State and Law—a leading institution in the study of state and legal theory.
