Regulatory Sandbox Environment for NB-IoT Services over NTN
Given the ongoing studies on potential new frequency allocations for low-data-rate non-geostationary (NGSO) mobile-satellite services (MSS), national regulators will be required to define technical and operational characteristics for these systems. This work presents guidelines for designing a regulatory sandbox for narrowband Internet-of-Things (NB-IoT) services over non-terrestrial networks (NTN). Carrier-to-noise ratio (CNR) is proposed as the main Key Performance Indicator (KPI). Other KPIs are assessed through link simulations.
