Align Four UK Plans for Agentic Pre-Post eXam Predictors and Intercepts

Introduction This manuscript “Align Four UK Plans for Agentic Pre-Post eXam predictors and intercepts outlines a transformative vision for UK and global healthcare, integrating towards the principal strategy for the Genomic Medical Service Draft Plan, the Life Science Sector Plan, the NHS 10 Year Plan, while expanding an Ethical People Plan across society. The Genomics England network, Life Science Office and the Department of Science, Innovation and Technology may collaborate on these global ontology phases.Aims The central aim creates a Population Health Management (PHM) ecosystem for "Biological Pre-Post eXams" that shifts care from reactive treatment to a predictive and preventative model with Gen AI. This initiative is designed to steward ethical development, build public trust, and promote lifelong wellbeing, positioning the UK as a global health innovation leader.Method The proposed methodology is an Agentic AI-driven ecosystem that uses Federated Quantum Learning to analyse Real-World Data for personalised Human Phenotype Ontology (HPO). The process operates in three interconnected phases: a Multi-omics Pre-eXam for risk prediction or diagnosis, a Precision eXam for targeted interventions, and a Post-eXam which formalise public impact and continuous improvement with ethics aligned in a new People Plan across communities.Discussion The discussion highlights the vital role of organizations and initiatives provided by the AI Digital Regulation Service, the AI Security Institute, and the AI Research Resource in stewarding the program’s scalability, funding, and ethical development. These technical integrations are crucial for a secure and innovative ecosystem that can address national biopharma practices and international ambitions. Conclusion In conclusion, this pragmatic approach to aligning national health plans will create a closed-loop genomic intelligence ecosystem which expands for the PHM of HPO both vertically and horizontally, with continuous improvements unparalleled in our future UK healthcare. By transforming data into actionable insights, enables truly personalized Clinical Decision Support ecosystem, leading to a more proactive, equitable, and healthier future globally.
