Exploring Legal Challenges Surrounding the Implementation of Cattle Colonies in Nigeria and Rwanda
The establishment of cattle colonies has been proposed as a means to address conflicts between herders and farmers, particularly in Nigeria, where clashes over land use have intensified. However, this policy faces significant legal challenges concerning land ownership, property rights and constitutional limitations. Similarly, in Rwanda, where land scarcity and sustainable resource management are critical issues, the legal feasibility of implementing cattle colonies remains complex. This paper examines the legal frameworks governing land tenure in both Nigeria and Rwanda, analysing their adaptability to large-scale cattle colonies. It highlights the constitutional, statutory and policy-based obstacles to implementing this policy and explores alternative solutions. The study ultimately argues that unless substantial legal reforms are undertaken, particularly in Nigeria’s Land Use Act and Rwanda’s land tenure policies, the cattle colony initiative may remain impractical. By providing a comparative legal analysis, this paper informs policymakers, legal practitioners, and stakeholders on the challenges and potential pathways for legally sustainable livestock management.
