Quantitative Analysis of Policies for Digital Access, Usage and Literacy Enhancement in the Elderly Population Based on PMC Index Modeling

Under the background of accelerated and iterative global digital transformation, the multidimensional dilemmas faced by the elderly group in terms of digital access, usage skills and information literacy continue to intensify, so how to scientifically assess the effectiveness of the policy and construct an aging-appropriate enhancement path has become a pressing need to bridge the digital divide among the elderly. Based on the PMC (Policy Modeling Consistency) index model and the four-dimensional evaluation framework, this study constructs an evaluation index system covering the dimensions of policy objectives, tools, implementation strength, safeguards and coverage, and quantitatively analyzes the 20 policies on digital inclusion of the elderly introduced by China's central and local governments from 2020 to 2024. The research shows that the overall effectiveness of the policies is relatively good, but the policy tools present a situation of "heavy supply", "light demand" and "light environment". According to the above problems, this paper puts forward the suggestions of increasing the balance of supply of policy tools and strengthening regional exchanges and cooperation. This study provides a quantitative basis for improving the digital inclusion policy system of the aging society.
