Enhancing Digital Governance Maturity Evaluation: An Integrated AHP and Entropy Weighting Approach

In the era of global digital transformation, where numerous governments are pursuing digital transformation and enhancing their digital governance capabilities, the necessity for effective assessment methodologies that can evaluate the sophistication of these efforts is becoming increasingly pressing. However, the existing approaches to assessing digital governance maturity face numerous challenges: 1) the reliance on expert opinions can introduce subjective bias; 2) the rigid structure of some frameworks can hinder their ability to adapt to evolving circumstances; 3) the interrelationships between indicators are often overlooked, which can significantly compromise the accuracy and practicality of the assessment outcomes, particularly in cases of significant variations in data quality across different regions. To address these issues, this paper proposes a comprehensive evaluation method that combines the Analytic Hierarchy Process (AHP) and entropy weights. An indicator framework is constructed around five main categories and includes 22 specific indicators reflecting key aspects of digital governance performance. The determination of indicator weights is achieved through a combination of expert input from AHP and entropy-based data-driven adjustments. The methodology is tested using experimental analyses and the findings demonstrate the efficacy of the method.
