This research aimed to: 1) develop virtual reality (VR) learning media integrated with the 5E inquiry-based learning model, 2) evaluate the quality of the developed learning media, 3) determine the effectiveness of the VR learning media, and 4) compare learners’ academic achievement before and after learning through the VR learning media integrated with the 5E learning model. The sample group consisted of 10 participants who voluntarily joined a training program titled “Programming Robot Control with ROS2,” selected through volunteer sampling. The research tools included a learning process designed according to the 5E inquiry-based learning model, with integrated VR learning media, as well as pre-test and post-test instruments to measure learning achievement. The research results showed that the developed learning media demonstrated satisfactory quality in several aspects. Based on the evaluations from three experts, the content quality was rated as very good with an average value of 4.58, standard deflection 0.14, the instructional media aspect was rated good with an average value of 4.25, standard deflection of 0.58 and the design aspect was also rated good with an average value of 4.08 standard deflection of 0.43. Regarding the media’s effectiveness, the efficiency value (E1/E2) was found to be 93/84, which exceeded the expected criterion of 80/80. Additionally, the comparison of learning achievement showed a statistically significant improvement after learning, with post-test scores significantly higher than pre-test scores at the .05 level (t = 4.83). This indicates that the VR learning media effectively enhanced learners’ understanding and supported their learning process.
