Effectiveness Evaluation of Programs Governance for the Construction of Guangdong Power Grid’s New-Type Power System Pilot Zone
Under the backdrop of the “Dual Carbon” goals and high-quality development, Guangdong Power Grid has actively responded to national directives by adopting renewable energy and digital technology as core drivers. It has promoted the construction of demonstration zones through a hierarchical and scenario-based approach, establishing a closed-loop management mechanism characterized by “optimization and adjustment, continuous innovation, and deepened construction.” This study constructs a programs governance effectiveness evaluation index system for the development of new power system demonstration zones, based on the five major taxonomies of new power systems and integrating renewable energy with digital technologies. Furthermore, an evaluation model for programs governance effectiveness is developed using the G1-entropy method and cloud model theory. The proposed model is applied to the Guangdong Power Grid’s new power system demonstration zone for programs governance effectiveness evaluation. Results indicate that the comprehensive cloud characteristic values of programs governance effectiveness in the demonstration zone are (9.49, 0.369, 0.036), corresponding to an evaluation grade of “excellent.” However, opportunities for improvement remain in areas such as planning adequacy, innovation investment, and outcomes realization. The case study demonstrates that the proposed evaluation model provides valuable insights for assessing programs governance effectiveness and offers a reference for further optimizing the construction of new power system demonstration zones through the deep integration of renewable energy and digital technologies.
