Helicopter Station Planning Method for Power System Resilience Enhancement
As the new type of emergency response resource to support fast post-disaster restoration of power system, the planning of helicopter station has a direct impact on helicopter operational efficiency and the overall effectiveness of post-disaster restoration. However, the construction and maintenance costs of helicopter stations are huge, the rational planning of helicopter stations with limited resources is crucial. This paper proposes a combination of human experience and mathematical tools for helicopter station planning. First, a multidimensional framework of helicopter station selection is constructed. Second, based on the two-stage stochastic optimal framework, a helicopter station planning model for fast post-disaster restoration of power system is established. Finally, the improved IEEE 30-node system is used for case analysis to verify the effectiveness of the method proposed in this paper. The method ensures the rationality of planning and improves the operability and computational efficiency of the model.
