A Clearing Model for Electric Energy-Frequency Regulation Joint Market to Promote Renewable Energy Integration
Driven by the goal of “double carbon”, in order to cope with the insufficient frequency modulation capacity and the challenge of consumption brought by the high proportion of renewable energy connected to the grid, this paper proposes a joint market clearing model of electric energy and frequency regulation, which breaks through the limitations of inefficient allocation of flexibility resources in the traditional sequential clearing mechanism. By constructing a mixed integer planning model with thermal power, renewable energy and energy storage, the model optimizes the allocation of electric energy and frequency regulation capacity, and integrates the regulation characteristics of multiple types of resources. The case analysis based on the security constrained unit commitment / security constrained economic dispatch framework shows that compared with the sequential clearing, the joint clearing model has excellent performance in terms of social welfare improvement, reduction of wind and light abandonment rate, and reduction of system operation cost. Energy storage significantly reduces the thermal power frequency regulation demand through flexible participation in the energy and frequency regulation market, and the system regulation capability is significantly enhanced. The mechanism proposed in this paper provides a theoretical basis and practical reference for the synergistic optimization of multiple types of resources and the design of market mechanism in the high proportion renewable energy power market.
