Emphasis has been placed on the importance of protecting human rights, especially under martial law and post-conflict recovery conditions. Systemic issues have been highlighted, including outdated legal regulations, discrepancies between legislative norms and their application, and limited effectiveness of control over the rights of individuals under convoy. The text analyzes the insufficiency and obsolescence of existing regulations that fail to meet international standards, particularly those enshrined in the European Convention on Human Rights. Legal gaps in regulating the transport of persons with disabilities, foreigners, and other vulnerable groups have been pointed out. It has been noted that cases of violations, including excessive use of force, improper transportation conditions, and other abuses, often remain unpunished, underscoring the need to improve procedural transparency. It has been established that these activities include legal regulation, organizing interaction and coordination with other authorized entities, medical support, logistical and material assistance, and information and analytical provision. The Ministry of Justice also oversees compliance with legal norms, reviews citizen appeals, and ensures mechanisms for protecting the rights of individuals in custody. The importance of proper implementation of these activities becomes particularly relevant in the context of current challenges, including armed aggression. It has been proposed to optimize the Ministry of Justice of Ukraine’s activities by focusing on legislative development, monitoring human rights standards, improving transportation procedures, and increasing accountability for violations. The work emphasizes the necessity of integrating international experience to ensure legal guarantees at a level that meets contemporary challenges and offers a comprehensive approach to solving existing issues.
