SCENARIOS OF INSTITUTIONAL REGULATION OF NEW TECHNOLOGIES IN THE FINANCIAL SECTOR — INSTITUTIONS OF THE REPRODUCTION PROCESS IN RUSSIA

The relevance of the study is determined by the synergy of extreme challenges for Russia, when sanctions require technological sovereignty, but global trends dictate the need for integration with «non-Western» partners. Successful regulation should combine strict standards for data protection (biometrics, digital financial information), flexibility for innovation (Masterchain adaptation, AI anti-fraud), international harmonization (BRICS+ standards for PTS (payment and transfer systems)). Neglect of these scenarios by 2030 may lead to technological isolation or collapse of supply chains. The article presents a study of the development of the financial sector — instituteons of the reproduction process in Russia. A detailed SWOT analysis is presented for each of the three scenarios for regulating digital technologies in the financial sector of Russia until 2030. Key conclusions are made on SWOT regarding scenarios with «points of no return». A comparative table of scenarios for regulating digital technologies in the financial sector of Russia until 2030 is presented. Key drivers and recommendations for each scenario are highlighted.
