The authors noted that an important condition for creating an effective management system is the ability and opportunity of managers and specialists to put effective management into practice. The management apparatus must not only have a high level of qualification, but also be able to apply advanced management technologies in specific practical situations. Such skill is acquired by a manager with many years of experience working with people and with his ability to perceive innovations. If in 2020 their share was 16%, then in 2022 it increased to 22.0%. The reasons for the dismissal of managers are financial problems, lack of professional flexibility among managers, and difficulty in adapting to new business conditions. The turnover of managers of agricultural enterprises negatively affects the results of their production activities. Based on the study, it was found that the main areas for improving the management system of agricultural enterprises are: renewal of the management team by attracting young specialists with some experience in management activities; newly created enterprises or those in crisis require strict management under an experienced manager; managers with extensive experience must be provided with opportunities to develop their creative potential.

The article substantiates the need to create an effective personnel management system for agricultural enterprises. The constituent elements of the agricultural enterprise management system, including the structure of the management system and personnel potential, are determined. Up to 40% of agricultural enterprises in the Tambov region are small in size and have a two-tier (territorial) multi-industry organizational structures. 40% of agricultural organizations are medium-sized and have a three-tier multi-industry territorial and departmental structure. The remaining enterprises have a three-tier organizational structure (shop or combined). Along with the growth of the total number of managers, their composition has increased its level of education. The authors noted that an important condition for creating an effective management system is the ability and opportunity of managers and specialists to put effective management into practice. The management apparatus must not only have a high level of qualification, but also be able to apply advanced management technologies in specific practical situations.
