From Fragmentation to Mass Emigration: An Examination of the Emigration Crises in Bosnia, Albania, and Croatia
Abstract: The ongoing emigration crisis in Bosnia and Albania, exacerbated by demographic decline and political instability, remains an underexamined consequence of the wars that fractured the Balkans in the 1990s. This paper argues that mass emigration simultaneously undermines and results from development, democratization, and European Union (EU) accession efforts, creating a self-reinforcing cycle. Additionally, this study highlights the paradox of development-driven migration by comparing Bosnia and Albania to Croatia—an EU member state still grappling with high emigration. Understanding this dynamic is critical for policymakers seeking to mitigate its effects and ensure long-term regional stability.
