Key factors and challenges of data quality in Indonesian local government policy formulation
Data quality is a crucial foundation for effective public policymaking. This study explores the factors that influence data quality and the challenges faced by local governments in Indonesia in formulating policies based on quality data. This research employs a case study approach with semi-structured interviews of 11 Chief Data Officers (CDOs) from 11 local governments spread across 3 zones in Indonesia, namely the western, central, and eastern regions. The collected data is analyzed using thematic analysis to identify key factors and obstacles that limit the effective integration of data into policy formulation. These findings not only provide insights into the factors affecting data quality but also reveal trends or relationships between data quality and the challenges faced by local governments in each zone as well as their relationship with the government's digital index. The results of this study provide theoretical insights into data governance practices in the context of development and practical recommendations for policymakers.
