Scenario-Based Approach to Smart Planning in Post-Disaster Logistics: A Case Study in Adana
Natural or man-made disasters have an enormous impact on communities and cause a large loss of property and life. After a disaster, smart planning in humanitarian logistics is essential to addressing the needs of impacted people and guaranteeing a prompt response. In this study, in the event of a possible earthquake-based disaster, the problem of location selection of logistics warehouses to be established in order for logistics aid to reach large masses as soon as possible is addressed. The problem is investigated in two phases. In the first phase, the set covering model, which is frequently used in facility location problems, is applied, and in the second phase, the $\mathbf{p}$-median problem and capacitated $\mathbf{p}$ median problem. This scenario-based approach is adapted to the Cukurova district of Adana, and the optimization is conducted using the Gurobi library in Python. The suggested framework offers scenario based approach for smart planning, enhancing the efficiency and coordination of relief activities.
