A Review of the Information Exchange System in the Aeronautical Network, the Case of Albania
Technological advancements that have made real-time information exchange integral to daily life hold the potential to revolutionize aviation. According to ICAO Annex 15, the role and importance of aeronautical data and aeronautical information have changed significantly with the implementation of area navigation (RNAV), performance-based navigation (PBN), airborne computer-based navigation systems, performance-based communication (PBC), performance-based surveillance (PBS), data link systems, and satellite voice communications (SATVOICE). Corrupt, erroneous, late or missing aeronautical data and aeronautical information can potentially affect the safety of air navigation. Aeronautical information is continuously evolving, encompassing updates to airspace structures, flight routes, navigation aids, and runway or taxiway configurations. To ensure both operational efficiency and safety, it is essential that all stakeholders—including pilots, air traffic controllers, air traffic flow managers, flight management systems, and aviation chart providers—have access to a unified and accurate dataset. This objective can be achieved through the European AIS Database. This study provides a comprehensive overview of the EAD system and the Aeronautical Information Service process, detailing the collection of raw aeronautical data from authorized sources, its evaluation, storage, initiation of an Aeronautical Information Exchange Model database, processing, and publication. Additionally, it examines the subsequent receipt of Aeronautical Information Products by users, illustrated through a real-world implementation example.
