Improving Organisational Interoperability for e-Governance: A Semantic Model

Interoperability between government agencies is critical for effective e-governance, enabling seamless communication, efficient service delivery and better use of resources. Despite Estonia's leadership in digital governance, challenges such as wasted resources and inconsistent technology governance practices persist, limiting scalability and value creation for society. To address these challenges, Estonia's three ministries have developed a strategic framework for technology governance in 2023, tailored to the specific needs of the post- COVID era, while also responding to the global and local challenges of the changing world. This paper focuses on and elaborates the second output of the Estonian Framework: Semantic & Organisational Interoperability Model - a fundamental cornerstone and success prerequisite for collaborative value creation for society and improved efficiency.
