Advancing Digital Services and e-Signature: a Case Study of Azerbaijan
Rapid technological development has transformed how societies manage data, compelling public institutions to innovate, enhance service quality, meet evolving expectations, and reduce bureaucracy and costs. E-government applications, leveraging ICTs, aim to meet these demands. This study examines the Azerbaijan Service and Assessment Network (ASAN) in Azerbaijan, explicitly focusing on the ASAN signature in the country’s e-government services. An inductive research approach and case study methodology were used, with Azerbaijan chosen due to the lack of prior research on this topic. Structured qualitative interviews were used for data collection. The findings reveal that e-signatures are not widely used in Azerbaijan, underscoring a gap in adoption. This highlights the need for targeted strategies to promote and enhance ASAN signatures within the e-government framework, addressing barriers to utilization and fostering greater integration of digital tools in public services.
