Enhancing Vertical Handover Provisioning of Heterogeneous Network in Marine Pasture

In marine ranching, intelligent operations, as a new economic development model, are increasingly demonstrating their importance. With the widespread adoption of intelligent autonomous devices and the diversification of demand, deploying dense heterogeneous networks has become one of the key challenges. The dynamic nature and uncertainty of these networks present significant difficulties in the vertical handoff between autonomous devices. To address these challenges, this paper proposes a vertical handoff algorithm based on network classification and multi-attribute decision-making. The algorithm standardizes network parameters, classifies networks using cosine similarity, and selects the optimal network through multi-attribute decision-making and hierarchical sub-network selection strategies. This approach helps balance the load, improve resource utilization efficiency, and optimize the user experience of intelligent autonomous devices, thereby contributing to the enhancement of intelligent management in marine ranching.
