Administração burocrática e gerencial. Administração Pública precisa de governança?

This study aims to critically and reflectively analyze the introduction of governance mechanisms into Brazilian Public Administration, raising questions about the transposition of these typically corporate models into the legal-administrative framework. Adopting a theoretical-reflective approach and a historical-normative review, it examines the evolution of bureaucratic Public Administration in Brazil, beginning with the first reform under the Vargas government, moving through the Managerial Reform of the 1990s and its neoliberal influences. The main argument of this study concerns the existence of constitutionally based legal instruments that are sufficient to ensure control, transparency, efficiency, and accountability for all acts carried out in the exercise of administrative conduct. It is argued that, in the private sector, the use of integrity programs is justified precisely by the lack of robust mechanisms like those available in Public Administration, and that the transposition of such practices disregards the specificities and guarantees inherent to public administrative activities, presenting itself as a fragile and disconnected legal fad.
