A nova Lei de Licitações para novos prefeitos
Law No. 14,133/2021 represents a significant transformation in the legal framework governing public procurement in Brazil. This article analyzes the main challenges faced by municipal managers in implementing the new legislation, with an emphasis on structuring Procurement Governance. Based on the institutional maturity assessments of municipalities conducted by the Federal Court of Accounts, the study proposes technical guidelines for compliance with the new legal requirements, grounded in ISO 31000:2018 and the guidance issued by oversight bodies. The study highlights the importance of training, risk management, and local regulation as key pillars for an effective transition, mitigating the risks of administrative and judicial liability.
