PROSPECTS FOR INTEGRATING GERMANY'S EXPERIENCE INTO CHINA'S BIODIVERSITY CONSERVATION MANAGEMENT

The management of biological diversity plays an important role in the environmental management system, especially in conditions of active economic growth. Germany demonstrates an effective model combining compensation mechanisms, strategic planning, economic incentives and digital monitoring. It is based on the principle of "avoidance — minimization – compensation", covering all levels of management decisions. In China, the protection of biodiversity is still insufficiently integrated into the natural resource management system: there is a fragmentation of legislation, weak coordination between levels of government and limited financial instruments. Spatial planning does not take into account biodiversity as an integral category. The purpose of the study is to analyze German management practices and their adaptation to the Chinese context. The tools of compensation, territorial planning, financing and monitoring are considered. Measures are proposed to improve legislation, institutional mechanisms, and the integration of international standards to strengthen China's environmental policy.
