In the context of globalization, the fourth industrial revolution and the strong shift to a knowledgebased economy, high-quality human resources (HHR) increasingly play a decisive role in rapid, sustainable growth and national competitiveness. The 13th Congress emphasized: “Promoting the development of human resources, especially high-quality human resources, to meet the requirements of the fourth industrial revolution and international integration”. In particular, Resolution No. 57-NQ/TW “On the development of science, technology and innovation” emphasizes the requirement to “promote the development of high-quality human resources associated with science, technology and innovation”, identifying this as one of the strategic breakthroughs, and at the same time the foundation for improving labor productivity, endogenous capacity and national competitiveness. Strongly develop human resources in science, technology and innovation, closely linking training, research, production and application, perfecting the mechanism for discovering, nurturing, using and rewarding talents, especially in key areas such as digital technology, automation, AI, renewable energy, etc.
