Equitable policies and the reality of people with disabilities

The article presents a historical and bibliographical survey of the concept of disability, as well as the normative frameworks that make up its trajectory, evolution, reflection, scenarios and challenges, with a focus on enrollment data for people with disabilities in Brazil from 2002 to 2021.This is an exploratory study, based on a documentary survey of secondary data from the Higher Education Census, produced by the Ansio Teixeira National Institute for Educational Studies and Research, within the context of inclusive education, and using the Inclusive Education Extension Project as a case study: modos de fazer (ways of doing things), which operates in the continuing training of elementary school teachers (early years) who assist students with disabilities, in the process of school inclusion, focusing on the learning processes of these students in regular education and their intrinsic relationship within the scope of social quality. The analysis carried out showed that the inclusion process, although quite advanced, still does not encompass the perspective of the social quality of inclusion.
