Fast-Track to First Oil: The Marginal Field Accelerator Solution
Abstract Marginal oil fields in Nigeria often remain undeveloped due to a lack of technical and financial capacity among local operators. To address this, we have developed a vendor-financing model designed to bring such fields into production by leveraging the expertise and resources of a consortium. In this model, the project manager partners with technically proficient and financially capable local vendors to handle field development without requiring upfront investment from the field owner. The process involves taking the field from a state of dormancy to first oil in Phase 1 and steady state operations in Phase 2, through drilling, well completion, and infrastructure setup. Revenue from the initial oil production is directed into an escrow account, from which vendors are compensated until their costs are fully recovered. This allows the field owner to benefit from oil sales without immediate financial outlay. Upon successful vendor repayment, Phase 2 commences, wherein the project manager and the vendor consortium continue to manage the field, earning about 15% of the revenue over a 7-year period while the remaining revenue is transferred to the field owner. This model offers a sustainable solution to unlock the potential of marginal fields, ensuring timely production, leveraging existing infrastructure, and providing a fair return on investment for all stakeholders. It has also been successfully deployed in multiple locations globally. It has the potential to significantly transform the development of Nigeria's marginal oil fields, enabling quicker time to production and reducing the financial barriers for local operators. By fostering partnerships between field owners and service providers, this approach can drive greater local participation in Nigeria's oil and gas industry, increase energy output, and support the nation's economic growth.
