Objective. The purpose of the article is to develop a strategic model for the balanced development of industrial enterprises, which is based on the principles of the circular economy, ensures the harmonization of economic efficiency, social responsibility, and ecological sustainability under conditions of resource scarcity, supply chain disruptions, and economic instability. Method. The methodological foundation of the research consists of general scientific and specialized methods and approaches that ensure the comprehensiveness and reliability of the obtained results. A systems approach was employed to develop a conceptual framework for forming a strategic model of balanced development of industrial enterprises based on the circular economy, enabling the integration of circular economy principles into strategic management while considering economic, ecological, and social aspects, as well as structuring the model into three levels (strategic, operational, and supporting) with adaptation to a sixlevel approach. Methods of analysis and synthesis were used to systematize the principles of strategic management, such as systemic approach, resource efficiency, innovation, stakeholder orientation, transparency, adaptability, and integration of circular economy principles, which allowed for the identification of their characteristics and implementation methods, as presented in the table of principles. The comparison method was applied to analyze case studies of companies like Philips, Unilever, and Interface, facilitating the identification of practical mechanisms for implementing circular economy principles, such as closed-loop production and material recycling, and confirming the model's applicability in practice. The generalization method was used to formulate conclusions regarding the interconnections between the model's levels, enabling the justification of how the strategic level sets goals, the operational level implements them, and the supporting level provides resources and records the results.
