Study on the Evaluation and Optimization of Chronic Disease Policies in Jiangsu Province--Quantitative Analysis Based on PMC Index Model

To summarize the achievements and shortcomings of chronic disease policies in Jiangsu Province, and to provide a reference basis for the formulation, implementation, and optimization of chronic disease policies in Jiangsu Province in the future. METHODS: Text mining was performed on 13 chronic disease prevention and control policies in Jiangsu Province, PMC index model was constructed, and 13 representative policy texts were quantitatively evaluated through 10 primary variables and 43 secondary variables. The results of the study showed that among the 13 policies, one was rated as perfect, six as excellent, and six as acceptable, with an average PMC index of 7.11, which reached the excellent level overall. However, some of the policies still have deficiencies in terms of timeliness, target setting, resource protection and incentives, and need further improvement. This study suggests that when formulating chronic disease policies, more attention should be paid to long-term planning, clarifying policy objectives, improving protection and incentive mechanisms, optimizing policy tools and broadening policy perspectives, so as to improve the science and effectiveness of the policies and to better meet the challenges of chronic disease.
