Analyzing the Legislative Significance of the Preschool Education Law and Research on Implementation Pathways

《学前教育法》的出台标志着我国学前教育迈入法治化新阶段。本研究立足教育公平与高质量发展目标，系统解析该法的立法价值，深度剖析实施过程中的结构性矛盾，探索科学可行的落地路径，为破解“幼有所育”向“幼有善育”转型的制度瓶颈提供理论支撑和政策参考。The enactment of the “Preschool Education Law” marks China’s entry into a new phase of legal governance in preschool education. Anchored in the goals of educational equity and high-quality development, this study systematically examines the legislative significance of the law, conducts an in-depth analysis of structural contradictions in its implementation, and explores feasible pathways for effective enforcement. The research aims to provide theoretical and policy insights for overcoming institutional barriers in transitioning from “universal access to preschool education” to “quality preschool education”.
