Counter-Argument: Ecuador’s Progress in Cyberpolicy and Cybersecurity Strategy
Cyberpolicy is a multidimensional field that encompasses technical safeguards, governance structures, and international diplomacy. However, discussions about Ecuador’s cyberpolicy often default to binary characterizations: either the country has implemented none, or it focuses exclusively on technical aspects, neglecting strategic dimensions. Such narratives oversimplify the complexity of Ecuador’s position within the global cybersecurity landscape. This article challenges these assumptions by examining evidence from national strategies, academic contributions, and international engagements. It argues that Ecuador, while still developing its cyberpolicy framework, demonstrates significant progress and potential.
