Guidelines for the Modernization of the Metropolitan Environmental Management System of the Province of Lima by 2024

Introduction: This research addresses the problems of the environmental management system in the Lima metropolis, highlighting the inconsistencies and lack of coordination between the National Environmental Policy, the Regional Environmental Policy of the Province of Lima and the metropolitan environmental management system. Objective: The main objective is to propose criteria to modernize the current system, oriented to the provincial framework, and align it with a regional approach that addresses the needs of sustainability. Theoretical Framework: To do so, indicators based on five key axes are proposed: policy, management system, organic unit, environmental council and other related aspects. Method: The study collected information from the 43 districts of Lima, through joint work between researchers and students. This effort allowed to identify concrete evidence of the problem, such as the lack of integration between management levels and the absence of clear sustainable objectives. Results and Discussion: As a result, it is proposed to transform the environmental management system towards a regional approach. Recommendations include the organization of the system through communities, the integration of the Sustainable Development Goals (SDG) into local policies, and the training of local officials and authorities. Implications of the research: In addition, a proposal is made to strengthen the environmental sector and guarantee a solid governing body that promotes an efficient environmental management system. Originality/Value: This will contribute to the effective fulfillment of environmental policy in all regions and local governments.
