Study on Sustainable PAMSIMAS Drinking Water Management Using the Rapfish Method in Tembalang District, Semarang City

The provision of sustainable clean water is one of the main objectives in urban infrastructure development. In Semarang, particularly in the Tembalang District, there are still areas that have not been reached by PDAM. As an alternative in operation, a community-based drinking water supply system (PAMSIMAS) has been empowered. This research examines the community-based water supply system (PAMSIMAS) in Tembalang District, Semarang City, specifically in the Tembalang, Jangli, and Bulusan villages. Their operation were analyzed using the Multi-Dimensional Scaling method, assisted by Rapfish software, to evaluate their sustainability from various aspects, namely ecological, technological, social, institutional, and economic. These aspects are referenced from the Minister of Home Affairs Decree No. 47 of 1999 regarding the Performance Assessment Guidelines for PDAM and the Ministry of Public Works BPPSPAM 2010 concerning PDAM Performance Assessment. A SWOT analysis was also conducted to identify the necessary development strategies. The research results indicate that the sustainability level of the Tembalang PAMSIMAS has strengths in two dimensional aspects, namely ecological and social dimensions, but has weaknesses in the technological dimension, resulting in an average score of 72.81 (Sufficiently Sustainable). The Bulusan PAMSIMAS has strengths in three dimensional aspects, namely ecological, technological, and institutional dimensions, but has weaknesses in the economic and social dimensions, resulting in an average score of 73.58 (Sufficiently Sustainable). The Jangli PAMSIMAS has strengths in two dimensional aspects, namely ecological and social dimensions, but has weaknesses in the technological dimension, resulting in an average score of 73.86 (Sufficiently Sustainable). The strategies implemented to support the sustainability of the community-based water supply system are as follows: the creation of Standard Operating Procedures (SOP) and Articles of Association/Bylaws (AD/ART); the SOP is effectively implemented and utilized in the operations of each PAMSIMAS; the management of each PAMSIMAS actively participates according to their respective responsibilities; water billing is carried out regularly and systematically, as the proceeds from the billing are used for operational and maintenance costs; and internal reports are prepared in a timely and routine manner.
