An Experimentalist Approach to Ethical Governance of Emerging Technologies*
The development of new technologies cannot be separated from the ethics of science and technology. The ethics of science and technology is embodied in the ethical spirit internalized in research and innovation activities on the one hand, and in the concrete rules of governance on the other. Only by combining these two aspects based on the spirit of experimentation is it possible to find an appropriate framework for the ethical governance of emerging science and technology. This paper reflects on the social responsibility of scientists, clarifies the nature of ethics of science and technology, and proposes the idea of “experimental space plus limited liability” for the governance of emerging ethics of science and technology and five principled considerations.
