Measurement of Technology Transfer Efficiency in Universities of Shaanxi Province Based on DEA Model

Higher education institutions are a crucial source of technological innovation in China and serve as key carriers for driving technological progress. The efficiency of the conversion of scientific and technological results directly impacts their adoption and advancement, which in turn has a profound impact on economic and social development. As an important base for technological innovation, universities in Shaanxi Province hold a large number of scientific research achievements, and their transformation efficiency directly influences the regional innovation capability and economic development level. This paper selects 10 input indicators, including research project investment and research funding expenditure, and 6 output indicators, such as patent authorizations, to construct a DEA model for analyzing the effectiveness of applying scientific and technological achievements in Shaanxi's universities. By collecting data from 2018 to 2022 for universities in Shaanxi Province and comparing the transformation of scientific and technological achievements across 31 regions in China, the DEA model is applied to measure and rank the efficiency. The findings of the research show that the effectiveness of converting scientific and technological achievements in Shaanxi's universities is overall relatively high, with strong innovation capability. This study provides valuable reference for technological innovation policies in Shaanxi Province and other regions.
