Research on the Statistical Measurement of New-quality Productive Forces Level and Constraint Factors in China's Western Regions

New-quality Productive Forces (hereinafter referred to as NQPF) serve as the endogenous driving force and foundational support for high-quality development in China's Western Regions. Based on the actual conditions of frontier ethnic minority regions and the contemporary connotations of NQPF, this paper constructs an evaluation index system from three dimensions: New-quality Labor Force, New-quality Labor Object, and New-quality Labor Tools. Using panel data from 12 provincial-level administrative units in China's Western Regions (2004-2023), the entropy weight method is applied to measure NQPF development levels, while an obstacle degree identification model is utilized to analyze restrictive factors. Empirical results demonstrate a steady upward trajectory in NQPF development across the region. Provinces such as Sichuan, Shaanxi, and Chongqing have formed the leading echelon through leveraging locational advantages, industrial agglomeration effects, and preferential policies, with Sichuan ranking highest in comprehensive strength. Obstacle analysis reveals that New-quality Labor Tools have consistently posed the most significant development constraints. This study provides theoretical insights and policy recommendations for advancing NQPF-driven modernization in China's Western Regions.
