THEORETICAL FOUNDATIONS OF THE «BLUE» TRANSFORMATION OF AQUATIC FOOD SYSTEMS

Topicality. Contemporary global transformations driven by ecological, social, and economic changes impose new requirements on the functioning of aquatic food systems. Ukraine, as a country with significant water resource potential, faces not only the challenge of post-war recovery but also the necessity of structural modernization of its economy. In this context, the «blue» transformation emerges as a tool for sustainable development that integrates principles of environmental security, economic efficiency, and social advancement. The relevance of this study is reinforced by the need to align national water policy with European and global environmental initiatives, in particular the European Green Deal and the United Nations Sustainable Development Goals. Aim and tasks. The aim of the research is to theoretically substantiate the essence, content, and structural foundations of the «blue» transformation of aquatic food systems as an element of systemic economic transformation under sustainable development conditions. To achieve this aim, the study sets the following objectives: to analyze the concept of «blue transformation», identify its link to the blue economy framework, explore international approaches to the governance of aquatic food systems, and determine the potential and limitations of implementing this model in Ukraine in the context of post-war recovery. Materials and Methods. The study employs methods of comparative analysis and content analysis of strategic documents from international organizations. The theoretical framework is based on contemporary scientific literature and policy documents on blue economy development. Research results. The research generalizes existing definitions of the blue economy and systematizes key approaches to understanding «blue» transformation within the aquatic food sector. A conceptual model of economic transformation of aquatic food systems has been developed, considering intrasectoral and intersectoral changes, as well as the roles of firms, households, and the national economy. It is substantiated that under the conditions of Ukraine’s post-war recovery, the blue transformation can serve not only as an environmental initiative but also as an economic response to current challenges. Conclusion. The blue transformation of aquatic food systems is a strategic tool for ensuring sustainable development and economic reconstruction in Ukraine. Its implementation requires a clear strategic vision, effective water resource management, and the establishment of transparent mechanisms for public support. Future research should focus on applied implementation mechanisms, assessment of socio-economic impacts, and the creation of an effective economic monitoring system for transformation outcomes.
