Cohabitation a là polonaise, czyli o strukturalnej dysfunkcjonalności modelu dualizmu egzekutywy w systemie ustrojowym Rzeczypospolitej Polskiej

Cohabitation a là Polonaise or About the Structural Dysfunction of the Executive Dualism Model in the Political System of the Republic of Poland The author analyzed the functioning of the executive dualism system in the political system of the Republic of Poland in the years 2023–2025 when there was a cohabitation of the president and the government from different political groups. This period was characterized by the fact that President Andrzej Duda did not position himself as an arbitrator, as assumed in the constitutional model, but supported the opposition (United Right) and blocked, using a suspension veto, important reforms of the government formed by the Civic Coalition, Third Way and New Left. This revealed the structural dysfunctionality of the dual executive model implemented in this way, because it means the need to have at least 60% support in parliament for the implementation of the government program, and this is contrary to the principles of the parliamentary-cabinet system based on majority rule. Autor poddał analizie funkcjonowanie systemu dualizmu egzekutywy w systemie politycznym Rzeczypospolitej Polskiej w latach 2023–2025, gdy miała miejsce koabitacja prezydenta i rządu wywodzących się z różnych ugrupowań politycznych.
