The article presents a research on the essence of scientific diplomacy as a tool for harmonizing national interests in the system of international scientific and technical cooperation. The authors of the article proposed the concept of scientific diplomacy as a tool for harmonizing national interests in the system of international scientific and technical cooperation, characterized by an increment to the “classical” areas of scientific diplomacy in the field of “diplomacy in science”; the causal relationships between the areas of scientific diplomacy in the ISTC system were presented.
