The purpose of the publication is to clarify the features of the development of the viticulture industry in Ukrainein general and in the Transcarpathian region, in particular, during the years of independence.Results. The authors carried out a brief retrospective analysis of the features of the development of the viticulture industry in Ukraine using the example of the Transcarpathian region. The stages of the development of the industry in the periodfrom 1991 to 2024 are characterized. Namely: a certain decline of the industry in 1991–2000; expansion of vineyard areasdue to non-state forms of ownership in the early 2000s; since 2006, the state has increased the cost of a license for the rightto wholesale alcoholic beverages from 25 to 500 thousand hryvnias, which made it impossible to develop both winemakingenterprises and small private wineries, depriving them of sales markets. The procedure for obtaining a license for productionby small winemakers was too complicated (140 permits). During 2013–2018. Due to the unfavorable state policy towardsthe development of the industry — imperfection of the legislative framework, insufficient funding (in 2015, state support wascanceled), and a number of other negative factors, there was a sharp reduction in the area and gross production of grapes. Thewar between Russia and Ukraine, which began in 2014, negatively affected the country’s winemaking industry. However, evenin such difficult conditions, the industry continues to develop. Since 2018, the procedure for obtaining a license (4 permits) andthe taxation system (single tax and single social contribution) for small winemakers have been simplified.Conclusions. Currently, the wine industry of the state as a whole and Transcarpathia in particular is in a difficult situation, as are the rest of the agricultural sectors. With the beginning of the full-scale invasion of the Russian Federation, thestate support program was completely reformatted. This was primarily due to the change in the priority of expenditures on thedefense sector of our state. In the current conditions, it is important for Ukraine to protect the wine industry from the negative impact of the war andto restore it in the future. Because our country has ancient winemaking traditions and potential for development.
